Actually free, actually central
Hôtel Parc Belair in Belair has free underground parking and is a 15-minute walk from Ville Haute — the best combination in the city if you drive. Hôtel Parc Plaza next door works the same way. Hôtel Simoncini in Ville Haute claims free parking but it is a small lot two streets away and often full; treat it as "free if available". Novotel Kirchberg and Melia Kirchberg both include parking free for guests, which matters if you have EU business.
Further out, Ibis Luxembourg Sud and Ibis Styles Luxembourg Centre Gare have free lots that always have space. Hôtel Le Châtelet on route d’Esch is a small family-run place with a private car park and walking distance to Gare. Doubletree by Hilton at the airport includes parking free — useful if you are flying in and out with a rental.
The catches
Free parking in Luxembourg City almost always means outside the old town. Ville Haute has essentially no hotel parking that is both free and next to the hotel — the streets are pedestrianised or metered and hotel garages that exist charge €30+. If a hotel in Ville Haute or Grund advertises "free parking", read the small print: it usually means a discount at a public garage 400 metres away, not a real parking space.
If you are driving in from Belgium, France or Germany, the smartest move is often to park at a P+R (Bouillon, Kockelscheuer, Luxembourg-Sud) for €2 a day and take the free tram in. Book a Ville Haute hotel without parking, save €30 a night, and skip the driving-in-old-town nightmare.
